Manufacturing, power, and data center construction have committed hundreds of billions of dollars against a craft workforce the country has not built. The requirement is structural, not cyclical. Most of the 2026 demand is replacement for workers leaving the trade, not growth. It does not go away when the market cools. Every industrial builder in the country is now bidding against the same constraint. Most are still bidding as if they are not.

Manpower is not the only reason projects overrun. It is the one that never appears under its own name. It shows up as liquidated damages. As acceleration costs you absorb to protect a date you already promised. As the overtime you authorize to cover a crew that never arrived, and the productivity you lose because the crew that did arrive is working around the one that did not. And the good hands you did have leave for the job down the road that is fully manned, so now you are short in a market where you already could not hire. And eventually it shows up as an owner who awards the next package to someone else. By the time manpower appears in a variance report, the money is already gone.
